Japanese Emperor Naruhito and Empress Masako said;
“We were able to experience Mongolia’s rich history, culture and natural wonders first-hand,”
TOKYO, July 15, 2025 /Kyodo/. Japanese Emperor Naruhito and Empress Masako have described their visit to Mongolia as “unforgettable.” The visit, which is aimed at strengthening friendly relations between the two countries and paying tribute to war victims, ended on Sunday.
“We were able to experience Mongolia’s rich history, culture and natural wonders first-hand,” the Imperial Household Agency said in a statement, noting that the visit was the first state visit by a Japanese emperor to Mongolia.
During their eight-day visit, which marks the 80th anniversary of the end of World War II, Emperor Naruhito and Empress Masako paid tribute to Japanese citizens who died in Mongolian prison camps after the war.
After the war, the Soviet military transferred about 14,000 of the approximately 575,000 Japanese soldiers imprisoned in Siberia to Mongolia. They were employed on infrastructure projects for about two years, and more than 1,700 are believed to have died.
Emperor Naruhito and Empress Masako laid flowers and observed a minute of silence at a memorial complex set up by the Japanese government on the outskirts of Ulaanbaatar on Tuesday. The event was the first time a Japanese emperor has paid tribute to Japanese citizens who died in internment camps.
The same day, Emperor Naruhito played the violin with the Mongolian Morin Khuur Ensemble at a dinner hosted by Mongolian President Ukhnaagiin Khurelsukh and his wife Luvsandorji Bolortsetseg. Emperor Naruhito and Empress Masako watched the opening ceremony of the Naadm, Mongolia’s largest annual festival, on Friday.
“During this visit, we have been able to gain a deeper understanding of the development of the friendly relations between our two countries, which have been steadily growing over the years,” the Emperor and Empress said, expressing their gratitude to the Mongolian government and people for their warm welcome.
Mongolia, nestled between China and Russia, established diplomatic relations with Japan in 1972. The two countries have maintained close ties since the landlocked country began its democratization and economic liberalization in 1990.

The 24 Best Places To Go in 2024
Mongolia has long been the destination for thrill-seeking adventure travelers – as participants in the wonderfully chaotic Mongol Rally will attest – but the country is expanding beyond that niche as its tourism board sets its sights on attracting one million tourists per year. In 2023, the country launched visa-free travel for a further 34 nationalities – bringing the total up to 61 – in a campaign that is set to run until 2025.
The launch of new luxury lodges, cultural tours, and the announcement of the country’s first-ever direct US flight, coming in 2024 to the $650-million Chinggis Khaan International Airport, further signal Mongolia’s tourism ambitions.
Following the success of the rugged but chic Three Camel Lodge, Mongolia’s luxury accommodation options are expanding with places such as Yeruu Lodge, which opened in 2023. Offbeat cultural experiences are one of the most compelling reasons to visit the country’s vast, rugged expanses, and local operator Breanna Wilson offers some of the best. After a successful season of horse trekking and the Naadam Festival – a colorful display of strength, horsemanship, and marksmanship – in 2023, Wilson is expanding her 2024 tours to include a digital nomad week, a women-only retreat in Orkhon Valley, and a three-day archery training session with Namnaa Academy, an organization that began reviving the ancient art of mounted archery in 2020. – Ali Wunderman
